IRS does not allow for e-filing. All IRS e-filing is an exercise in government stupidity, lack of clarity, and inefficiency.
And all the third-party providers are price gougers.
You’ll need a 1099-misc for each contractor and a form 1096 to summarize all the 1099s.
(Note: next year, 2020, you’ll need to file 1099-NEC for independent contractor instead of 1099-misc)
As far as sending in the forms:
